Article 1. The Federation Council of the Federal Assembly of the Russian Federation (hereinafter referred to as the Federation Council) according to the Constitution of the Russian Federation shall be composed of two representatives of each subject of the Russian Federation: one of legislative (representative) body and one of executive body of the government of the subject of the Russian Federation.

Article 2. The member of the Federation Council - the representative of legislative (representative) body of the government of the subject of the Russian Federation shall be elected by the legislative (representative) body of the government of the subject of the Russian Federation for the term of office of this body, and in case of formation of the legislative (representative) body of the subject of the Russian Federation by rotation - for the single term of office of elected deputies of this body.

Article 3. Nominees for election of the representative to the Federation Council of the legislative (representative) body of the government of the subject of the Russian Federation shall be proposed for consideration of this body by its chairman.

Article 4. The representative of the executive body of the government of the subject of the Russian Federation to the Federation Council shall be appointed by the supreme official of the subject of the Russian Federation (head of the supreme executive body of the government of the subject of the Russian Federation) for his term of office.

Article 5. The decision of the supreme official of the subject of the Russian Federation (head of the supreme executive body of the government of the subject of the Russian Federation) on appointment of the representative of the executive body of the government of the subject of the Russian Federation to the Federation Council shall be made in the form of the decree (regulation) of the supreme official of the subject of the Russian Federation (head of the supreme executive body of the government of the subject of the Russian Federation). The decree (regulation) shall be presented in three-day term to the legislative (representative) body of the government of the subject of the Russian Federation.

The decree (regulation) on appointment of the representative of the executive body of the government of the subject of the Russian Federation to the Federation Council shall come into force, if at the next or emergency meeting of the legislative (representative) body of the government of the subject of the Russian Federation two thirds of all deputies do not vote against the appointment of the given representative of the executive body of the government of the subject of the Russian Federation to the Federation Council.
