In February 26-27th, 2003, the scientific and practical conference "Formation and Development of Local Government under Conditions of the Federative State" was organized in Kazan. Members of the Federal Council of the RF, deputies of the RT, official representatives of the government bodies of Tatarstan and some of the subjects of the RF, of the Federation, members of the Republican Council on the local government, heads of regional and united Councils of public deputies and coordinated councils of the local government, scientists and specialists participated in the conference. Organizers of the conference are the State Council of the RT, the International Republican Institute (the USA), the Kazan Institute of Federalism.

In March, 28-29th, 2003, a joint Russian-German scientific conference "Federalism in Russia and Germany: Experience of Comparative Research" was organized in the National Cultural Center "Kazan" by the Kazan Institute of Federalism with financial support of the John D. and Catherine T. MacArthur Foundation and the Friedrich Naumann Foundation.Such known experts on federalism from Germany as Prof. Alexander Blankenagel (Gumboldt University, Berlin, Germany), Dr.Andreas Vosskuhle, director of the Institute of Social and Poitical Sciences and Philosophy of Law of the University of the name of Albert Ludwigs (Freiburg, Germany), Prof. Heinrich Johannes Meyer, Dr. of Public Law (Gumboldt University, Berlin, Germany), Prof. Hartmut Bauer (Faculty of Law, Dresden University, Free State - Saxonia, Germany), and also scholars and experts from Kazan, Petrozavodsk, Ufa, Ekaterinburg and Moscow participated in the conference.The conference matters were divided into four sessions: 1) Status of the subjects of the federation; 2) Structures of the executive authority; 3) Financial and Tax Structure; 4) Conceptual Basis of Federalism.

In May, 5-6th, 2003, a joint Russian-Spanish scientific conference «Decentralization of the State Authority in Spain and Federalisation of Russia: Experience of the Comparative Research» was organized in the Conference Hall of the Chamber of Commerce and Industry of the RT by the Kazan Institute of Federalism with financial support of the John D. and Catherine T. MacArthur Foundation. In spite of Spain is not a federal state, many aspects of state structure, and problems connecting with mechanisms of protection of culture and ethnic minorities rights, differentiation of authorities in the field of executive power and foreign policy of regions, are common for both states. Scientists from Spain Xavier Arbos Marin, Professor of Constitutional Law (Universitat de Girona), specialist on federalism and theory of Constitution; Josep Maria Castella Andreu, lecturer of Constitucional Law (Universitat de Barcelona), specialist on fundamental rights and territorial distribution of power; Jordi Jaria i Manzano, assistant lecturer of Constitutional Law (Universitat Rovira i Virgili), specialist on environmental law and territorial distribution of power; Laura Roman Martin, lecturer of Constitutional Law (Universitat Rovira i Virgili), specialist on constitutional justice; Jaume Vernet i Llobet, Professor of Constitutional Law (Universitat Rovira i Virgili), specialist on territorial distribution of power and linguistic law, and such prominent scientists as Director of the Institute of Sociology of the RAS Leokadia Drobijeva, Director of the Institute of Legislation and Comparative Jurisprudence at the Government of the RF Talija Habrieva, Director of the Center of the Law Researches of Arkhangelsk State Technique University Alexandr Maliy and other specialists from Kazan, Ekaterinburg and Moscow participated in the conference.

On July, 3-4, 2003 in Kazan has passed the III Privoljsk forum «Strategies of regional development». As initiators of the forum have acted: the President of the Republic of Tatarstan, the machinery of the Plenipotentiary of the President of the Russian Federation in Privoljsk federal region (PFR), the Center of strategic researches of the Privoljsk federal region, the Kazan Institute of federalism and a number of the ministries and departments of the Russian Federation.

On the 24th of November 2003 in Strasbourg the presentation of the Kazan Institute of Federalism in the Institutional Committee of the Congress of Local and Regional Authorities of Europe (CLRAE) was held. The meeting of the Committee CLRAE where representatives of four leading institutes of federalism from Austria, Germany, Hungary and Switzerland also were heard, became a first step to realization of the project of the Council of Europe on creation of European network of institutes specialised in regionalisation and federalism.
